Bug in scale nodegroup command UI (see #2257 (comment))

eksctl scale nodegroup -f cluster.yaml
Error: --name must be set

eksctl scale nodegroup -f cluster.yaml --name core
Error: cannot use --name when --config-file/-f is set

eksctl version
0.23.0
