Minor: organize FAQ topics logically #2258

Right now, the shared FAQ topics are pulled into the asciidoc source in one chunk, which makes organizing the topics in each FAQ difficult.

We should make each shared topic (FAQ item) a separate file so that we can include them individually and arrange them as needed in each topic.
