NPCAP recently shipped v1.71 and recommended that we upgrade the version we ship with Packetbeat/Network Packet Capture integration. You can view release notes for their latest release here: https://github.com/nmap/npcap/releases

Can we please test v1.71 w/Packetbeat and assuming those tests are successful, upgrade the version we bundle with Packetbeat.
