[O11y][IIS] Revisit the color scheme in IIS dashboards panels #5743

Description

In some of the IIS dashboard panels, the colors used in panels does not match with the panel title/ functionality.

For example, Service Uptime (Hours) from [Metrics][IIS] Webserver Overview dashboard is shown in Red. Hence, The colour scheme may need to be revisited.
