Convert time in a shareable URL to absolute time

Describe the feature:
Often one would like to share an URL with other people. If the visualization objects use relative time, then the url will contain relative time, which won't be accurate if the URL is used at a later time. It would be great if the shareable link coverts the relative time to absolute time.

We are overthinking the whole URL service that is currently used and rebuild it into a more flexible way, see #25247. Thus this improvement can be tracked as part of that other issue, to keep discussion close together.
