Framework readiness for shareability of rules and connectors

Background

To support the shareability of rules and connectors at a future time in 8.x, we need to prepare the saved objects to be capable of sharing in a breaking manner. The 8.0 release is the only window we have to complete the work, and it does require research and development ahead of time.

Success Criteria

Previously created rules and connectors are ready to be shared in a minor release.
Newly created rules and connectors are ready to be shared in a minor release.
