[Snapshot and Restore] Snapshots tab does not show instructions for creating first snapshot

Prerequisites

Start ES with the flag path.repo set so creation of a filesystem repository is possible.

Steps to reproduce

1. Go to Navigation Drawer > Stack Management > Index Management > Snapshot and Restore
2. Click on the Snapshots Tab
3. Verify that there are no snapshots and there is a prompt to create a new repository.
4. Click the Register A Repository Button and create a new filesystem repository.
5. Click the repositories tab.
6. Verify the repository you just created is in the list.
7. Click the Snapshots tab again.

Expected Behavior

You should see no snapshots and have a prompt advising you on how to create your first snapshots with a link to the documentation.

Actual Behavior

The prompt still shows that we need to register our first repository though we verified that one has already been created.

Great catch @cuff-links! Looking into this one. I think it's related to the changes made in #103331.
