The deprecated "{deprecatedRole}" role has been found for {numReportingUsers} user(s): "{usernames}"

The implementation of this message has issue:

  1. Needs error handling in case security is disabled, or user does not have the cluster privilege necessary for listing the cluster's users
  2. Needs awareness of role mappings, where roles may provide reporting privilege but may not necessarily be listed in xpack.reporting.roles.allow
