Background:

Eui team has recently added a way to programmatically control the state/behavior of some components that was not possible before elastic/eui#5590 and so now would be a good time to remove some less idiomatic code and use the more canonical component apis.

Tasks

TODO: this will involve removing code related to full screen hacks, css in https://github.com/elastic/kibana/blob/main/x-pack/plugins/security_solution/public/common/components/page/index.tsx etc

Acceptance Criteria
