Summary

Security Solution needs to be able to bulk get N rules by their ids in a single request to Elasticsearch via RulesClient.

@XavierM I opened this ticket by analogy with #124715. Ideally, we will need both bulk update and bulk get methods in RulesClient to address #125509.

Could you provide any design and implementation considerations for this method like you did for the bulk update?
