⚠️ #140564 must be done before any other Kibana work making use of errors built on top of elastic/beats#30632

Show a full page error with helpful context when the Synthetics API encounters show-stopping issues.

This full-page error state should be used exclusively when the page is in a state that blocks the main flow completely.
