[Lens] Make metric columns filterable in table

Lens metrics can be filtered even if there is no breakdown dimension if the metric column can produce a valid filter (which is the case for filtered metrics and for metrics based on a field). The same logic should be applied to table cells:

• Check whether a column is filterable before rendering
• Pass down that information to the component
• If filterable, render "filter in" and "filter out" cell actions for the metric and execute the filter action on click
