[Dashboard] Enable users to update date histogram interval for all visualizations in the dashboard

feature: Add dropdown for interval granularity selection in kibana dashboard as a custom controllable option.
usecase: helps to have a common control option in ui on how to aggregate the time intervals for all graphs and dashboards, currently you need to leftclick and select to change the x axis granularity, there should be a feature for custom dropdown on how to have the intervals on x-axis.

I had a similar conversation with @marclop and @Heenawter mentioned that's something that could be fixed by dashboard variables.

This sounds like it could be solved by dashboard variables to me, where you would have a variable defined for the bucketing interval for certain charts and a control on that variable to change the variable’s value.

I'll move the issue to @elastic/kibana-presentation as I don't think Visualizations team plans it in the nearest future.
