[BUG] Index management manage menu creates scroll on main window

Under index management -> specific index -> click manage -> instead of getting the menu above the button, one gets a scroll on the main window

@chandlerprall and I will get this. It was fixed by elastic/eui#966 so it just needs a backport release for EUI.
