Customers can create an alert based on an object entering or leaving a geographic boundary. Both objects and boundaries will come from an existing index.

Customers can specify a boundary from an external source while creating the alert.
In addition, a user could manually draw a boundary. (This is could be a separate ship-point or contingent on being within the Maps app).

Customers can specify a tracking alert between points based on the distance between them.
In addition, customers should be able to define concentric, distanced based boundaries. I.e. From 0-5 miles, from 5-10 miles, from 10-15 miles.
Bonus points if proximity can be based on travel-time.

With the upcoming alerting service initiative (#24214) and Kibana actions (#32371), we should think of how we can take advantage of these new features in both the Maps application and a dashboard panel.
After speaking with a few users, a common ask for this use case is to simply draw a geo bounding box on a map and instead of triggering a filter, we have the option to create an alert. We can then begin to create alerts when
geo_points
orgeo_shapes
