Watcher Management UI should indicate if Watcher is stopped / started #36401

We have existing related issues for Kiban Alerting, so removing us from this Watcher specific issue to redue the duplication in our backlog. Thanks for notifying us CJ :) For Alerting related issues:

Describe the feature:
It would be helpful to have some sort of visual indication on the Watcher Management UI to show whether or not Watcher has been stopped or started.
Describe a specific use case for the feature:
It's possible to manually stop / start Watcher via API calls, but there aren't a lot of clues that tell you the current status.
