Steps to reproduce

Navigate to a new dashboard and using the keyboard navigate to the "Options" link and press enter.
A dialog with two radio buttons appears
Using the keyboard only I can't find a way to navigate and select either button

Closing this as I've tested in 7.16 and can confirm that these options are all keyboard accessible.
