Ability to disable global time range filter per panel

Describe the feature:
One extension to #17776 is the ability to disable time filters for a panel, which would make one panel of the dashboard ignore the time filter set at the global level.

Describe a specific use case for the feature:
Display a reference time range in one panel while user can compare it to different other time ranges by changing the global time range

I think I need some clarification here: Isn't this already solved by just applying a custom time range to the panel? What time range would you expect that panel to use instead (since we need a timerange for visualizations, that are time based)?
