Move Index Templates into "Ingest" section?

In #60847 I outlined a possible future in which the Index Templates UI is extracted from Index Management into its own app in the Ingest section. I wonder if this would be useful to our users?

• Index templates are a core part of the ingestion workflow. The ingestion workflow consists of a) the shape of the documents being ingested, b) the ingest node pipeline used to process the documents, and c) the index template that will define how the resulting fields are mapped.

Ways Index Templates are useful in Index Management

• Each index's configuration can be traced back to an index template. If you want to understand why an index is configured the way it is you'll want to inspect the index template that configured it.
