[Dashboard] Saved search export is not respecting time format

Describe the bug:
When exporting the saved search from the dashboard, the dateformat is different than what it is specified in the settings. It is also different from CSV export from Discover, which seems to respect those settings, which leads to a confusion with our users.

Steps to reproduce:

1. Create a Dashboard, add an existing saved search
2. Download CSV from saved search menu panel
3. Observe time-format

Expected behavior:
Time-format is the one specified in the settings.
