[Maps] Create telemetry schema for Maps app

Since the introduction of #64942, the new way of specifying an app telemetry's shape and what gets mapped is done by providing a schema to the telemetry usage collector. In order to update Maps telemetry mappings moving forward, we'll need this in place.
