Whitelist setting to disable newsfeed plugin in cloud

We should whitelist the kibana.yml setting to disable the newsfeed plugin in cloud. Currently you have no chance to disable the newsfeed plugin on any cloud instance. This is annoying, because this is not providing much benefit to users known to the Elastic stack or wanting to get their information on another way. Especially since it's showing this accented colored "badge" on it when new stuff is in there, it seems like something urgent requires the users attention, while it's just some informative blog post (that the user might not even care about at all).

Currently if the newsfeed can't be loaded, e.g. because your Kibana doesn't have access to internet, or you use any kind of privacy plugin (which is blocking the feed URL, like privacy badge):

So we should also make sure that the administrator after contacted is able to disable this plugin, which they currently can't.

@andrew-moldovan any insights on what it would take to allow for this Kibana config setting (disable newsfeed) to be honored in Cloud instances?

So the problem here is that this particular yaml setting isn't allowlisted in Cloud and therefore a user can't set it?
