[Uptime UI] Create new monitor details view for synthetic checks

Describe the feature:
Please add a new view showing the details of a synthetic monitor. The top panel should be the same as the monitor details view we currently have, showing the status of the monitor. The second panel shows the history of checks.

States

Steps can be Complete, Failed or Skipped - please ignore the labels in the screenshots below, they are outdated.

Wireframe

Status column

The status column shows a Complete or Failed badge and the timestamp. These updates should affect all types of uptime checks.

Location column

The location column shows the location the check was done from.

Details column

The details column shows a screenshot (or empty state); the timestamp when the check was and the first line of the error message for failed steps.

The timestamp links to the check details view.
The error message links to the waterfall view of the failed step. Please add telemetry support to those links.
