Kibana should display a message to user when there is no data in ES on index pattern management page #81001

Kibana version: 7.10.0

Elasticsearch version: 7.10.0

Server OS version: darwin_x86_64

Browser version: Chrome latest

Browser OS version: OS X

Original install method (e.g. download page, yum, from source, etc.): from staging

Describe the bug: If user clicks on check for new data on index pattern management page and if there is no new data - Kibana should display a message to the user telling them that.

@andreadelrio - I'm curious if you have a solution for this. We need something to show the user even though the content hasn't changed.
