[Fleet] Add URL state to agent logs UI

Following work done to implement agent logs UI in #83356, enhance this page to support reading from URL params to populate query input, filter options, and date picker range. The URL should reflect the entire state of the UI, so the URL should be updated whenever the user changes any of the above options after initial page load too. This is similar to current behavior in various Kibana apps - Discover, Visualizations, Logs UI.

Adding this will allow other apps to open agent logs with exact context needed for debugging/more info.
