[Security Solution] Value lists with long Filenames cannot be viewed in UI

Describe the bug:

• Name of Value list is truncated at 16 characters with no mechanism to see longer filenames. Result is that users cannot select desired value list filename for actions such as download or delete, and cannot view set of uploaded value lists.

Kibana/Elasticsearch Stack version:

• 7.11.0 BC1

Functional Area (e.g. Endpoint management, timelines, resolver, etc.):

• Value lists

Preconditions:

• To have updated value lists with Filenames longer than 16 characters
• To have uploaded two or more value lists with file names that have identical first 16 characters

Steps to reproduce:

1. Navigate to Security > Detections
2. Click on Manage detection rules button
3. Click on Upload value lists

Current behavior:

• Value lists are displayed with first 16 characters shown
• No hover-over text is provided
• No ability to change column width is provided

Expected behavior:

• The full value list Filename is easily visible in the table.
• The full value list Filename is visible via hover-over action

We have validated this ticket on 7.12.0 BC2 and found that issue is Fixed. Full value list Filename is displaying in the upload value list table.
