[Request]: Synthetics, document disabling elastic managed locations !!

Description

In 8.11, we added ability to disable elastic managed locations, we should document, since it has been asked by customer recently.

We will need to back-port this whereever it's possible

Thanks folks. The lack of this documentation got called out in a recent customer complaint where they were disputing charges for using the synthetic service. There is a bit of urgency to get this up.
