[DOCS] Rules search and filtering: index pattern, MITRE ATT&CK

Description

Users can now perform enhanced searching and filtering on index patterns and MITRE ATT&CK tactics or techniques.

Also, the search field on the Rules page now extends across the entire table width, which will affect screenshots:

Notes

• As noted in [Security Solution] Partial search and case sensitive search is not working for MITRE ATTACK tactic name or ID. kibana#129729:
  • Single index patterns only; multiple index patterns not supported.
  • MITRE names are case sensitive, and must be exact matches. Does NOT support wildcards or fuzzy searches.
• Rules tables are no longer labeled "All rules," so need to remove that from docs.
