Currently, Corsica is not considered as part of continental France in country mode.

I think it should be, like Sardinia and Sicily for Italy.

And other France overseas areas should be appart.

This is on the to do list but we can't currently do it because of the problem discussed in #4733. However since we plan on splitting up France in #4853 and break the underlying data anyway we can aggregate in that PR so we avoid making two breaking changes.
