Guest access permissions are no longer set correctly, resulting in a "Guest access is disabled" message.

Blocked in production on matrix-org/synapse#11378

I'll use this branch for our staging servers in the meantime. At some point I must have upgraded Synapse on staging and it caused these guests to no longer send state events.

This is now fixed on my staging server but still needs to be fixed on matrixvoip.dev
