As a room moderator, I want a moderation panel and moderation features

Some functionality is already there but scattered in various dialogs and not available in all clients.
Some useful features for moderating a room:

• A quick view of all recent posts of a particular person
• View (self-)redacted messages of users
• User level management
• Disallow media upload beyond a certain user level independent of posting level
• Rate limit messages a user can post
• Automatic posting level change if no moderator is present (night/unattended mode)

Thanks for the feedback. As per the README this repo is a work in progress used by the riot core contributors to organise planned work.

Apologies this isn't as clear as it could be, but in the meanwhile this issue/request isn't the most appropriate forum for us to collect or action requests.

I just conferred with some other riot core contributors and for now we think it makes sense to move this issue to vector-im/riot-web, so I'll do that now.
