Room header menu options don't work if the right panel was never opened #21223

Steps to reproduce

  1. Start with a fresh login
  2. Go to a room, and click on the "Files" option in the room header menu

Outcome

What did you expect?

To open the files panel.

What happened instead?

Nothing. To make the menu option work, you first have to interact with the right panel for the room, for example by opening and closing the room info panel.
