Links to rooms in text lead to web browser at matrix.to

Steps to reproduce

1. Join #archlinux:archlinux.org
2. Look at room topic
3. Click on topic, not on links in preview but on text, to see full message
   
   It have link to Space and to #offtopic chat
   Room's m.room.topic is:

Outcome

What did you expect?

Space is opened inside Element and application asks me if I would like to join

What happened instead?

Web browser is opened with website: https://matrix.to/#/#public-space:archlinux.org

P.S.

When I click on link on preview of Topic it behaves as expected -- opens inside app.
