Ideally there is a quick way for new users to chat with a matrix user based on a link.
Links generated for riot do not have a flow for new users. For example https://riot.im/app/#/user/@chaseadam:matrix.org will put you into:

when clicking on "start a chat" it goes through the temp user flow:

unfortunately, after going through the new user flow, the "Start a chat" and "Press to start a chat with someone" elements don't appear to do anything.

The channel invite screen is more obvious (red join link) and the new user flow functions as as expected.

The https://riot.im/app/#/user/@chaseadam:matrix.org?action=chat flow is supposed to meet this usecase. But independently of that this looks quite horribly broken :( :( :(
