Can't send GIFs from android keyboard without text formatting enabled

Steps to reproduce

1. Open any room
2. Check the GIF button on GBoard, see it's greyed out
3. Enable text formatting
4. GIF button now is enabled

Outcome

What did you expect?

This used to work regardless of the text formatting setting.

What happened instead?

Now I need to enable text formatting to send images from the keyboard.
