Local issue to pre-empt https://gitlab.freedesktop.org/xdg/default-icon-theme/-/issues/23

we should make sure to move action icons into granite or apps where it makes sense to keep our apps working correctly on other platforms. From what I understand our apps would already be quite broken on Fedora for example because Adwaita has removed non-symbolic action icons

@newhoa this could probably use your feedback on the icon spec issue for how this would affect/is already affecting XFCE apps
