Problem

Auto time zone setting comes from GSD currently (I think) and it sends ugly notifications with broken buttons

Proposal

Handle it ourselves so we can send nice notifications that:

  • Are under the system settings header
  • Launch Date & Time settings
  • Have a notification ID so they replace each other
