Is there a configuration that can I set to open file in new tab not currently opened?

Unfortunately not:-(
How the different browsers handles save/open is completely up to the browsers.
Nothing can be done to overrule/changes this.

What about behaviour of links with "_blank" target attrubute, other words isn't that what is done in FileSaver.js but without this attribute set so in the end it is opened in the same tab?

No, support for the download attribute on iOS is not in production yet, it is not even available in a public beta yet.

Any update or fix for this? I'm having the same issue on my iPad io12.2 where is doesn.t open a new tab, which is very bad UX for my site.

I file that we just change MIME Content Type of blob file become: application/octet-stream and it go well.
