Currently, we don't have azure counterpart for AWS AMI and GCE vm image.
For alpha, creating such image manually should be fine; eventually we should have it automated in kip-cell-image pipeline. Here's azure tutorial how to automate it.

WIP image was built: elotl-kipdev-v1.0.7-16-gedc3605
There is a draft PR: #7 we should start from there.
