Where should these live in API docs? Ember.bind, Ember.VERSION, and Ember.onerror #16082

Related issue ember-cli/ember-rfc176-data#12

After PR #16080 is merged, there will be just 3 things floating on the Ember global that are public and need a home. Since they are on the Ember global, they aren't accessible in the API docs site. What should we do about it?

Exposing the Ember global again will be very confusing to new devs, I think. It's worth noting that a ton of private properties are still on Ember and thus not visible.
