change scatterplot legend code to handle updates/ entrance/ exit rather tan just the current process which is remove and re add

Progress: aligned scatterplot legend and plot implementation PR raised, revisted data quality PR to get pipeline checks passing and test wit larger file It should be finished by 2025-01-10.
