A definitive outline and process to handle support (can include future plans too such as a dedicated dev rel etc)

Some outcomes

The outline/plan/process should be known by every member of the team
A form of it can be publicised to our users so they're privy to the support infrastructure
Reliable on call schedule, with penalties defined
CSIRT doc
War plan playbooks etc
