Preview: When hovering over the scroll bar and scrolling through it, the cursor is displayed differently in the Micro and the Macro mode

Steps to Reproduce

1. Draw any structure on the canvas and scroll the mouse wheel until the scroll bar appears

2. Hover over the scroll bar and scroll through it

   

3. Switch to the Macro mode

4. Hover over the scroll bar and scroll through it

   

Actual behavior
In the Micro mode, the “default” cursor is displayed, and in the Macro mode - the “pointer” cursor

Expected behavior
In the Micro and the Macro mode, the “default” cursor is displayed
