'Add text' - It's not obvious how to reduce the "Text editor" window when a scroll is present in it #473

Affected versions:
Remote, Standalone

Steps to reproduce:

  1. Launch Ketcher.
  2. Click on the 'Add text' button.
  3. Click on the canvas.
  4. Enlarge the "Text editor" window till one of the scrolls appear.

Expected result: It's easy to find the maximize/minimize element and to change the size of the "Text editor" window.

Actual result: It's necessary to scroll down or to scroll right (or do both actions together if there are vertical and horizontal scrolls in the "Text Editor" window) in order to find the maximize/minimize element.
