Trigger the release job on every commit to main #22

Following the conversation in #21 and the merge of that code, the CI was triggered manually: https://github.com/equinix-labs/terraform-equinix-template/actions/runs/4833150135.

The CI analyzes the changes in the repo and decide if a release should be made. In this case, it did not choose to apply a tag. This project remains untagged. (perhaps we need to submit an initial tag?)

If we are relying on this process to determine what the tag should be based on the incoming commits and the tool is configured to not release certain commits, should we let it decide on every commit to main (every merge)?
