Complexity Numbers are inconsistent (Main Page and Per-File)

I was crosschecking for the complexity displayed in the main page versus the per-file. I was a bit confused on the report because I thought that complexity:22 is quite huge.

Then when I check the file. The greatest complexity is 4 per function. This is so confusing. I dont' know if that is a bug or is it a summation of all the complexity numbers
