Event Streaming Service - End to End Testing

Vision: Publish, Update, and Retract events are handled by the event streaming service as designed

Acceptance criteria: All events in the queue are properly handled such that metadata is published, with robust error reporting and logging.

Josh's Suggestion for breaking into stories

As written, this mostly looks like user acceptance testing. I think we should write stories around that, but perhaps only once we have functional documents written.
