Individuals: Adding new parameter sheets

There is currently no way to add new individual-specific parameter sheets in the app; the sheets must be created in the Excel file.

• Move the list of individual parameter sheets below the "Individual Biometics" tab

• Add a button somewhere to add a new individual parameter sheet
• Add a button to remove the currently selected parameter sheet (e.g. Indiv1. IndividualBiometrics cannot be removed!)
• NOT every IndividualId from the IndividualBiometrics sheet must have an inditivial parameter set sheet, and vice versa! So the drop-down shown in "Scenarios -> IndividualId" should be a union of the unique IndividualId entries in the IndividualBiometrics sheet AND the name of all remaining sheets in the Individuals file.
