Why is this needed?

With two major issues resolved we can cut the release!

• Etcd watch stream starvation under high read response load when sharing same connection and TLS is enabled #15402
• Watch response traveling back in time when reconnecting member downloads snapshot from the leader #15271

Let's get the following PRs included in 3.5.8,

• [3.5] Automated cherry-pick of #14860: Trigger release in current branch for github workflow case #15443
• scripts: Add testing of etcd in local image in release workflow. #15505 @pchan could you backport this PR to 3.5? Probably need to wait for above PR is merged firstly. )
• Fixes: #15266 All docker images of Architecture show amd64 #15270 (need to add a test case, and then backport the PR to 3.5 cc @zhangguanzhang )

Plan is to release on Monday, we have 3 remaining PRs.

• [3.5] server/auth: fix auth panic bug when user changes password #15512 is ready for review
• I pinged contributor on server/auth: fix panic a malformed jwt generation and add test-cases #15639 etcdserver: Send requested progress notifications through watchStream (fix #15220) #15237 that we will wait only till Monday. I will backport changes myself if they don't have time.

Thanks @serathius . Will review #15512 soon, and also let me take care of #15639 (help the contributor get it done on main, and then backport it to 3.5 and 3.4 myself next Monday).

#15237 is the only PR which hasn't been backported to 3.5 (and 3.4) yet. Please let me know if you want me to backport it. cc @serathius @scpmw
