per schedule #21 all the milestones are on the mainnet.

why isnt there one for one of the testnets

@lrettig CC on this; maybe if we cant get on the mainnet in istanbul, we can pursue testnet ETH as a trial

It sounds reasonable, I mean everything should of course start on a testnet, but without some real value on the line I don't think it's possible to test the most important parts - e.g., having a honeypot DAO that people will try to hack, the challenges of governing real funds, etc.
